Frequency sharing procedure
Lotnicze Pogotowie Ratunkowe, as the operator of radio communication dispatch networks for the State Medical Rescue System (PRM), hereby announces the applicable procedure for the allocation of radio frequency channels in the 168/169 MHz band, reserved for the operator by the President of the Office of Electronic Communications:
- An entity applying for the allocation of radio frequency channels in the 168/169 MHz band reserved for the PRM system shall submit the following documents to Lotnicze Pogotowie Ratunkowe:
- technical and organizational specifications of the planned radio network, together with declarations of conformity of the technical parameters of all radio telephones planned for use,
- an RRL (Land Mobile Radio) form for the issuance of a radio license for the use of radio transmission or transmission-reception devices operating in the network, together with attachments to the form containing technical data of all radio stations forming the radio communication network,
- a current extract from the relevant register (KRS or CEDIG) – an extract from the relevant electronic register may be substituted for an extract from the relevant register, it has the force of an official document,
- NIP and REGON numbers,
- a statement on the possession of potential PRM system units (in the case of potential system unit operators) or
- a certificate from the relevant Provincial Office confirming entry in the register of units cooperating with the PRM system,
- if the person representing the entity signing the agreement is not listed in the National Court Register, a power of attorney for that person to sign the agreement must be attached to the extract from the relevant register.
No stamp duty should be attached to the above documents.
Signed documents should be sent using the Electronic Public Administration Services Platform (ePUAP) to the address of Lotnicze Pogotowie Ratunkowe – /spzozlpr/SkrytkaESP
- The RRL form with attachments should be downloaded from: www.uke.gov.pl in the following order: Frequencies – Radio licenses – How to obtain a radio license – Applications for radio licenses – Radio license/land mobile and satellite service – Attachment (RRL_application_radio_communication_land_mobile).
- It is advisable to commission a specialist radio communications company to develop the organizational and technical assumptions and the form with attachments.
- The operator of dispatch radio communication networks for the purposes of the PRM system, having the above-mentioned documents at its disposal, completes them, proposing the allocation of frequencies resulting from radio planning, and then applies to UKE for a radio license.
- The radio license obtained constitutes the basis for the operator to grant the right to use the relevant radio frequencies to interested parties.
- The frequencies are made available on the basis of an appropriate agreement between the user and the network operator. The relevant radio license is attached to the agreement.
